ENERGY -- WHITE HOUSE OPPOSES OIL COMPANY DONATIONS TO HELP POOR WITH HEATING COSTS: Heating costs can be devastating for the least well-off Americans. According to a survey conducted by the National Energy Assistance Directors' Association, low-income households "spend three times as much of their income on energy costs as middle-income families." With winter fast approaching, and energy prices higher than ever, a bipartisan group of senators has called for profit-flushed energy companies to "donate some of their record profits to a federal fund" to help poor Americans pay their heating bills. The Bush administration response? No way, "because it sounds too much like a tax, Energy Secretary Sam Bodman said on Wednesday."
