Give Rebuilding Lower Priority in Future Wars

"WASHINGTON, April 7 — As factions in the Bush administration continue their bitter infighting over the reconstruction program in Iraq, the State Department has produced a draft planning document saying that after any future conflicts, the United States should not immediately begin a major rebuilding program..."


"Future Wars"? It would appear that Condolezza Rice, as Secretary of State, see's her role as getting the U.S. better at invading soverign nations.

Odd, I always thought the role of Secretary of State was diplomacy and it was the military's job to conduct wars. Perhaps she will rename her job as Secretary of Invasion? ...or perhaps, Secretary of Slaughter? That has a nice ring to it. And it fits perfectly with "Kinda Sleazy" Rice and her personal world view.
